Catalonia, Andalusia and Galicia are the winners in budget investment compared to Madrid, Euskadi or Extremadura


New Budgets and the Government once again assumes that the territorial distribution of investments will be the subject of political struggle. As in the public accounts of 2021, the Treasury seeks to avoid controversy with a lengthy introduction in which it asks for “caution” in the interpretation of the data. However, there are once again winning and losing autonomies in the distribution of territorialized investment in the General State Budgets of 2022. Among the winners, Catalonia, Andalusia and Galicia, which increase the amount and weight in the cake to be distributed, while that the Community of Madrid, Euskadi, Extremadura or Navarra fell in both aspects.

The Basque Country, Extremadura, Navarra, the Balearic Islands and the Community of Madrid are those in which investment decreases compared to the 2021 Budget project.

The main winner is Catalunya. Not only does the amount increase from 2,101.58 million in 2021 to 2,230.74 in 2022 -to which would have to be added 200 million more for compliance with the Supreme Court Sentence 1668 / 2017- but also increases the weight in the distribution going from 17.1 to 17.2% of the total.

The Minister of Finance, María Jesús Montero, has assured that if the extra item derived from a court ruling is taken into account, the percentage of investment in Catalonia with respect to the total would reach 18.7%. This has been one of the main demands of Catalan nationalism, that the investments of the State in Catalonia are comparable to the contribution of the autonomous community to the growth of the Spanish economy. According to INE data for 2019, Catalonia represents 19.02% of total GDP. Montero has influenced investment in Catalonia that “the percentage of what its GDP represents with respect to the whole of Spain is respected”.

The political turbulence has not been long in coming with the comparison with the Community of Madrid, where the investment falls from 1,257.28 million to 1,151.46 million and also loses weight in the territorial distribution, going from 10.2% of the total to 8.9 %. The Community of Madrid, with 19.29% of GDP, is the autonomy that contributes the most, although several experts highlight the capital effect to explain the economic development of this community.

Andalusia will receive 2,267.07 million next year, 5.6% more than this year, it is the second autonomy that receives the highest amount, but maintains the weight in the distribution with 17.4%. The Valencian Community will receive 1,208.61 million, compared to the 1,164 million of the previous accounts, and is ranked as the third autonomous community with a greater allocation and 9.3% of the total.

The one that increased the most compared to 2021 is Galicia, 29.27%, with 1,074.72 million and 8.3% of the total; followed by Castilla y León, in sixth place, with an amount below 1,000 million (997.44 million euros and 7.7%); and followed by far by the Region of Murcia, in seventh place, with 723.21 million and 5.6%. Subsequently, Castilla-La Mancha (536.71 million) are placed; Aragon (522.66 million); Euskadi (489.56 million); Extremadura (405.78 million); Asturias (393.06 million); The Canary Islands (362.40 million); Cantabria (239.33 million); Balearic Islands (172.35 million); Navarra (77 and La Rioja (63.22 million).
