There are no competitions without trouble and the reform of the system of access to the body of teachers prepared by the Ministry of Education and the unions does not seem to be going to solve this tradition. Education wants, and the unions agree, that the stabilization of the teaching body – which presents a temporary rate of approximately 24% – begins with temporary workers or civil servants without a fixed position, but in the job market, alternating stays in various centers. For this reason, it will favor that this teacher profile accesses fixed places. How? Reducing the weight of the training in the final mark of the opposition competition, so that the accumulated experience weighs more, and eliminating the eliminatory nature of the first theoretical test, which could leave on the way to applicants who later, in the competition phase , had more merits.

The portfolio led by Pilar Alegría has agreed on Tuesday with the main teacher representation organizations how the new teaching competitions will be, in which it is intended to give priority to teachers who already work on an interim basis over new applicants, who protest outraged: “With this system we have no options to access a place, this system threatens the equality, merit and capacity that the Constitution includes,” explains María, who will appear this summer for her first selection process and knows, she intuits, that With the new regulations, your options of getting a fixed place are minimal.
The draft distributed by Education and that the unions have validated after a marathon meeting this Tuesday, establishes two systems to reduce temporary employment in the education sector as required by Europe, with the aim of going down to 8%. On the one hand, Education modifies the traditional competition-opposition access method, which will no longer have eliminatory tests and which will also prioritize experience over training when evaluating merits. The objective of this measure is to favor teachers who have been working in the system for years without a fixed position. On the other hand, there will be a merit contest only for interns. The system is temporary and is expected to last three years: this next call in 2022 and the next two, until 2024 – although some communities have already approved their calls and it is not clear that they will be able to do it again based on the new system. and will affect about 125,000 applicants.
“It is practically impossible to enter”
In the competition, the number of tests to be carried out is reduced to two. There will be a first like the current one, in which a subject of the specialty for which the applicant is presented will have to be developed, and a second in which they will have to elaborate and defend a didactic unit or a didactic program, also as up to now . The main novelty of this part is that the first test will no longer be eliminatory as it currently happens. All candidates may proceed to the second.
To access the subsequent merit contest, it will be necessary to approve this first part, which will be considered as a whole and whose grade will not be broken down. Many more applicants will go on this way to the merit contest, which is also modified. With the current system, each professor who appears can choose up to a grade of ten by various methods: accumulating points for training, for teaching experience or for “other merits”, with a complex system in which it is possible to achieve a ten of several ways: training awards up to five points, experience seven and the other merits one, so that although each applicant may not have more than a ten, there are several ways to achieve it.
With the reform, the weight of training is lowered and experience is favored. In the final count, the training will only weigh two points, while maintaining seven from experience and one from “other merits”. To count the experience points, 0.7 points will be obtained per year of experience in a public center in the specialty for which the candidate is presented, 0.35 if it is from another specialty but also public, 0.15 if he works in a non-public center or it is from the same stage and 0.1 if it is of a different spatiality or stage. In this way, there is only one way to get ten: getting the maximum in each section. Before, it was possible to make up for any lack of training or experience by reaching the maximum in the other category.
From here, the final grade for each candidate is obtained by weighing the weight of each part. The opposition will count 60% and the merit contest 40%.
This measure satisfies the majority unions, who positively value that the Education proposal “includes part of the main demands that we already defended,” explains Marisa Vico, head of public education at UGT-Servicios Públicos. We are convinced that the tests are not eliminatory and that the teaching experience is valued as much as possible, “summarizes the majority position among the trade union organizations at the negotiating table with the ministry. Also that it is going to stabilize” people who have been 15 or 20 years working for the system without a place “, according to María Luz González, head of Educational Policies of the STES union.
However, as there are no winners without losers, another part of the applicants is quite outraged. With the change in criteria, a person who has just left the race will hardly have the option of getting a place while this system is in force, according to María. “In a covert way, this means giving away the places to the interns,” he exposes. “An inexperienced person, as is my case, the maximum mark to which he can aspire is a 7.2 (according to the new system) even if he gets a ten in the first test. But an intern with ten years of experience, still getting a five in the opposition (the minimum to enter the contest) with little additional training that they have would already take the place away from the most prepared opponent, “he illustrates. “A veteran opponent who has taken those approved one afternoon courses and gets a 6.6 in the opposition, would already take the place away from the most prepared opponent who also gets a 10 in the opposition,” he predicts.
Vico is aware of the situation. “It is true that it is being modified so that it favors people with more teaching experience, but it is also calculated so that any opponent without experience can pass. It is more complicated, but not impossible. The law prevents both merits and teaching experience from being worth. so much as for someone without either of these two merits to be left out “, he relativizes.
A contest of merits
In addition to the traditional competitive examination that will be held every summer as up to now, the stabilization process includes an extraordinary merit contest for interns who are already practicing. In this case, it will be enough to meet the requirements to appear, yet to be defined. This process will be carried out only once and UGT estimates that it will affect less than 10% of the places. The educational administrations – the autonomous communities, in this case – have until July 2022 to determine the places that were not covered in 2016 and will have to summon them through this system before December of that same year. The places must be awarded in December 2024 at the latest.
