Luceño introduced someone named Lin Shin in the distribution of commissions with which he deceived Luis Medina


A new exotic name emerges in the case of masks. This is Lin Shin, whom Alberto Luceño includes in the distribution of benefits in an email that he sent to Luis Medina on April 20, 2020. This supposed individual would charge the same as the two Spaniards, and the three of them, each for separately, more than the Malaysian San Chin Choon, according to the table of the distribution of benefits that Luceño sent to Medina and that it is already proven that it was a deception between the commission agents.

When Medina was called to testify for the first time, during the secret anti-corruption proceedings, Naty Abascal’s son said that he had agreed with Luceño to share the benefits in three thirds, adding a Malaysian businessman to those of both. Luis Medina thought that he had received in commissions the same as Luceño, when he entered one million and the other defendant, a total of five million euros.

Lin Shin cannot be the Chinese manufacturer because the table that Luceño sent to Medina shows that one of the three products sold, the masks, had cost 2.4 million dollars (paid to the Chinese manufacturer), and that they had been sold to City Hall for 6.6 million of the same currency. In that table, below, a breakdown of the “profit” is made between four alleged actors: “Luis” (1 million), “Alberto” (1 million), “Lin Shin” (1 million) and “LENO ”, the San Chin Choon company and alleged supplier, ($700,000).

Who is Lin Shin then? Is it about someone non-existent that Luceño invents to expand his benefits? Adding the amounts obtained by this alleged individual and Luceño from the masks and the tests – the commissions for the gloves would have been returned – the result is 3.8 million dollars, still far from the 5 million euros that the Spanish businessman entered. To get closer to this figure, it would be necessary to add to the benefit of both also those of San Chin Choon and the $500,000 donation specified, which further increases doubts about the true role of the Malaysian businessman in the plot.

The email in which this distribution appears had been delivered to the prosecutor Luis Rodríguez Sol by Luis Medina when Anticorruption was secretly conducting the investigation. However, it was not complete: the distribution table appeared cut off. Now, Medina’s representation has delivered the entire breakdown to the court along with a letter to which he has had access elDiario.es.

In this full version you can see the distribution of profits from the tests and the gloves, in which Lin Shin also appears. Below –and this phrase already appeared in the first version delivered to the prosecutor– Luceño tells Medina that in order to solve the problem with the gloves they had to resign from the commission. He refers to the City Council’s protest due to the fact that the gloves received only reached the wrist and not the elbow, as had been agreed. Luceño told Elena Collado that he would negotiate with Leno to lower the price, although what he actually did was waive the commission. The City Council was finally left with cheaper gloves but they did not serve to protect the toilets on the front line against the virus.

“As you can see, we already charged the IMPFA of the masks, and they had made the transfer of the gloves, but due to the problem, that commission had to be reversed and we have been left with nothing in that product due to fear. Today they have made the IMPFA transfer of the tests, which is the one I have attached to you, ”he writes at the end of the Luceño email.

It is noteworthy that the prosecutor who knew of the existence of this email from the first months of his investigation did not ask the commission agents about Lin Shin, neither in his Anti-Corruption interrogations nor once the complaint was filed, already as investigated.

Luceño has stated that he has only seen him once, in 2018, and that since then he has been dealing with a certain Anthony, a Chinese who speaks English and who uses that name to facilitate dealings with Westerners. No one questioned Luceño about whether Anthony is really Lin Shin or if he does not exist and it was simply a ruse to deceive his partner Medina in the distribution of commissions.
