The Verge also made a preamble of how the American version of Sailor Moon was conceived:

“The history of the sailor Moon americanized begins in 1993, about two years before the debut of the so-called sailor Moon that we know today. At that time, the animation studio Toon Makers partnered with Renaissance Atlantic Entertainment, the producers behind the original power rangers, in an attempt to make an English version of the series. The two companies launched a project combining live action with animation that ultimately never got off the ground. We only got a glimpse of what came out of the project in a brief music video shown at an anime convention in the 90’s”.

The pilot starts 1:43:48 and splits its time between an animated and live-action format, with every Sailor Scout, and even Luna, played by a real-life actress during their time on Earth. During sequences that take place in space, the show cuts to an animated version that changes the original starry-eyed look of the characters from sailor Moon for something more western.
