The Council of Ministers will approve this Tuesday the easing of the conditions by which workers with disabilities equal to or greater than 45% can access early retirement, as announced by the Prime Minister, Pedro Sánchez, during a PSOE rally for the 28M elections in Vitoria-Gasteiz.

The change, as indicated by the Executive, complies with the recommendations of the Pact of Toledo. The modification means reducing from 15 to 5 years the mandatory contribution period with disability in order to request early retirement.
In addition, according to the aforementioned sources, it will be allowed to “add” various ailments, when proving that the 45% disability percentage is reached. A change that improves the social protection of workers with neurological problems, polio, brain damage or genetic anomalies.
Current minimum retirement age 56
The Minister of Inclusion, Social Security and Migrations, José Luis Escrivá, already announced in March that the Executive was finalizing this change. “We hope to be able to give the green light to this modification in a few weeks, since the process is very advanced,” Escrivá assured in the newspaper ’20 Minutos’, in statements collected by Europa Press.
Pending the changes to be approved by the Council of Ministers, the law currently in force allows people with a disability equal to or greater than 45% to obtain a retirement pension if they prove at least 15 years of contributions. In these cases, the minimum retirement age is 56 years.
This change has been processed in parallel to the pension reform that was approved at the end of March in the Congress of Deputies.
Card renewal for people with cancer
The announcement of the relaxation of early retirement for people with disabilities is added to others made by the Chief Executive during the campaign and the electoral pre-campaign for the 28M elections. This Saturday, Sánchez announced at an act in Seville that the Government will “immediately” guarantee the right to be forgotten oncology to declare null the clauses based on a history of cancer that discriminate when contracting products or services, such as insurance or a mortgage loan.
The Chief Executive has added this Monday to that announcement a change in the procedures for the renewal of the driver’s license, which will enter into force this week. A ministerial order will stop limiting the years of validity of the license for drivers with a history of cancer and will equate them to the rest, so that the only limitation on the validity of the licenses will be determined by age.
We can ask to extend the sales in the cinema
This Sunday the President of the Government also announced that the Executive will make it easier for those over 65 to go to the cinema at a price of 2 euros one day a week. The general secretary of Podemos and Minister of Social Rights, Ione Belarra, announced this Monday afternoon that her formation will propose to the PSOE to extend this plan to promote culture to other groups, such as unemployed people and their families, households that people with disabilities and young people between 15 and 29 years old receive the Minimum Vital Income.
