The Council of Ministers approves the decree that allows obtaining the Baccalaureate degree with a failure

The Council of Ministers has approved this Tuesday the Royal Decree of Evaluation, Promotion and Qualification of Secondary and Baccalaureate, by which students may obtain the Baccalaureate degree exceptionally with a suspended subject and the link to the Obligatory Secondary degree is eliminated ( ESO) to the number of subjects passed, among other measures. “In Spain, 30% of 15-year-old students have repeated the course at least once. This figure would not be worrying if after that repetition our students acquired the necessary skills and successfully completed the compulsory stage,” explained the minister , Pilar Alegría.

In addition, still in the educational field, the Council of Ministers has approved an item of 665 million euros for the creation of 65,382 public places of the first cycle of Early Childhood Education (0-3 years) in the next three years. These funds will be distributed among the communities, which are the ones that must apply them, and that will receive a part in relation to their own schooling rates in age, the dispersion of this population and the level of studies of each autonomy.

Evaluation standards change

The Ministry of Education gives a return to the evaluation, promotion and qualification in Secondary, compulsory and post-compulsory, with the text that it has approved today. The ultimate objective, in addition to adapting the way in which students’ knowledge is evaluated to the way they are going to be taught in school, is to reduce the high rate of repeaters in Spain, well above that of European countries.

To do this, the first measure is that students can only repeat twice in the entire compulsory cycle, once per stage (Primary and ESO). In Primary, repetition will be “completely exceptional” and will be seen as the last possible measure.

In ESO, the repetition of the course is decoupled from the number of failed subjects, as has been the case up to now. The evaluation of this stage becomes global: “Each subject will be evaluated in a different way, but the teaching teams must prioritize the achievement by the student of the objectives and competencies set (…) and decisions about promotion [de curso] They are no longer conditioned by the number of subjects passed and they fall entirely on the teaching team, “explains the ministry. If the teachers decide that the suspended subjects allow the student to continue successfully in the next year, they will promote this same policy. Regarding the Baccalaureate, the main change included in the approved Royal Decree is that the title can be obtained with a failed subject in certain cases: “That the teaching team considers that the student has achieved the objectives and competencies related to that qualification”; “That there has not been a continuous and unjustified absence by the student in the matter”; “That the student has taken the tests and carried out the activities necessary for their evaluation, including those of the extraordinary call”; “That the arithmetic mean of the marks obtained in all the subjects of the stage is equal to or greater than five. In this case, for the purposes of calculating the final mark of the stage, the numerical mark obtained in the subject not passed will be considered “. The aspiring holder with a failure must comply with all of them.

Also, in the same line of increasing the degree and reducing repetition, certain groups will be able to complete the Baccalaureate in three years instead of the usual two. This possibility will be open to students who are simultaneously studying professional music education; the one that accredits the consideration of a high-level or high-performance athlete; the one who presents specific needs for educational support; and the one “that alleges other circumstances that, in the opinion of the corresponding educational administration, justify the application of this measure.”
