The Government requests the third disbursement of the Recovery Plan worth 6,000 million euros

The Government has formally requested the third disbursement of the Recovery and Resilience Mechanism for a value of 6,000 million euros linked to the fulfillment of 29 milestones and objectives (23 milestones and 6 objectives), which have been fulfilled throughout the first semester of 2022.

The request has been sent this Friday and formulated by the General Secretariat of European Funds, dependent on the Ministry of Finance and Public Administration. In this way, Spain becomes the first Member State to request the third disbursement and the most advanced country in the execution of the Recovery, Transformation and Resilience Plan (PRTR).

This payment request gives continuity to the reform process that has already begun. The Ministry of Finance highlights among them the entry into force of the reform of the Bankruptcy Law, which establishes a second chance procedure and introduces a special procedure aimed at micro-SMEs that reduces the duration and cost of the same and that will be processed entirely by electronic means. .

Another of the “milestones” mentioned by the Treasury is in the educational field. And it consists of the entry into force of the Law on the Comprehensive Vocational Training System. Its purpose is to regulate a professional training and support system capable of responding flexibly to the interests and professional qualification aspirations of people throughout their lives and to the skills demanded by new production and sectoral needs.

In terms of pensions and Social Security, there have been advances such as the reform of the Social Security contribution system for self-employed workers to gradually implement a new contribution system based on real income.

This payment request also implies advances in R&D projects in the automotive sector with the aim of favoring the development of components and platforms for electric vehicles, plug-in hybrids and hydrogen-powered vehicles or autonomous driving, among others.

In addition, among the objectives of this payment request, the reinforcement of the fight against forest fires with the modernization of aircraft for firefighting is also addressed.

Improvement of the rate of access to the minimum income

From the point of view of social cohesion and equality, this third disbursement includes actions to improve the rate of access to the minimum vital income and projects to promote equality in sport. Investments are also made in the field of culture, with support for the digitization of cultural services at the Prado National Museum, the Reina Sofía National Art Center Museum, the National Library and INAEM, among others.

From now on, the European Commission will have a period of two months to carry out the analysis and verification of the documentation presented by the Government to make the disbursement, in accordance with article 24 of the Regulation of the Recovery and Resilience Mechanism.

These 6,000 million euros would be added to the 31,036 million euros already received, of which 9,036 million euros were received as pre-financing and 22,000 million euros corresponding to the first and second disbursements.

In the event of obtaining a positive evaluation by the European Commission, Spain would have already met 121 milestones and objectives out of a total of 416, which would be equivalent to almost 30% of the total number of milestones and objectives.
