The Ministry of Finance and Public Function has announced this Friday that it has approved a Ministerial Order launching a scholarship program for opponents of Corps and Scales of the General State Administration. The aid will reach “up to 7,000 euros gross per applicant,” the ministry directed by María Jesús Montero has reported.

The call to access the scholarships “will be published shortly”, the Ministry has reported in a press release. “It may be annual and will include the number of scholarships called, the Corps and Scales to which it is addressed or the deadlines for submitting applications.”
Although the age requirements have not yet been specified, the statement indicates that the aid seeks to “support young people who want to develop their professional career in the public sphere and that it will serve to promote the attraction of talent.”
The beneficiaries “will have to study the opposition under the direction of a specialized center or one or more preparers,” the statement added.
The Ministry advances some of the criteria for the granting of aid, which will be specified in the call, such as that “potential beneficiaries may not be enjoying other aid or subsidies for the same purpose, whether public or private.” It also points out that the “socioeconomic and academic situation” of the applicants will be “determining to have access to aid.”
Aid with a single payment
The scholarships may reach 7,000 euros gross “in a single payment for the beneficiaries,” explains the press release. Although the amounts recognized will vary according to the cases.
“The bases of the call will establish the amounts to be offered to the scholarship holders based on their particular circumstances, such as socioeconomic or the opposition that they are preparing to seek their entry into the Civil Service,” the statement said.
The INAP (National Institute of Public Administration) will be in charge of monitoring the process, “which will manage the applications and follow up on the scholarship recipients,” says the Treasury. “For this work, the INAP will use its own resources that it currently has, which are sufficient to take on a call of this type,” adds the Ministry.
Equal opportunities and attraction of talent
The Ministry of Finance and Public Function highlights above all two objectives of the call for scholarships. On the one hand, the “equality” of opportunities so that applicants with fewer resources can also participate in these selection processes for the Administration.
“Improve the conditions to face oppositions of thousands of applicants, who do not have the resources or the time than others with whom they compete to obtain a place in Corps and Scales that require long and exhaustive preparation,” the statement says.
“Financial resources are essential to access this full preparation, without which it can be much more difficult to obtain good results in selective tests. For these reasons, the first objective of this scholarship program is to end the limitation of access to these careers and bodies to those who start from a disadvantaged socioeconomic position, ”explains the Ministry.
Secondly, Public Function highlights the goal of “talent attraction”. “Above all, to those Bodies and Scales of the AGE, which usually require more dedication due to the complexity of the work carried out by public employees in said areas.”
The Ministry recalls that, with similar objectives, there are other scholarship programs “such as the Institute of Fiscal Studies (IEF), under the Ministry of Finance and Public Function, which awards biannual training scholarships.” Specifically, for young people who have studied subjects such as law, economics, statistics and documentation, with an endowment “of around 1,000 euros per month”.
