The Government will raise the salary of public employees abroad by 3.5% this year

Agreement between the Government and the unions so that external labor personnel can receive a salary increase of 3.5% this year. In addition, the commitment reached will mean that employees who work for the General State Administration in other countries will begin to enjoy the salary increases that are agreed for the public sector in Spain as a whole, according to sources from the Ministry of Finance and Function public.

It is estimated that 4,649 people will benefit from these increases from now on. In this way, this group will receive, on January 1 of this same 2022, the 2% increase that officials had this year, to which an additional 1.5% has subsequently been added after the negotiation that the Executive He maintained with the unions a month ago and that marks the salary evolution of the next two courses.

These workers had been dragging this exceptional situation for years that left them framed in the regulations of each country and did not benefit from the increases of public employees in Spain. Sources from the Ministry defend that it is about correcting a measure implemented by the PP in 2017 and that led to their not being included in the salary improvement agreements. Labor personnel abroad dragged until 2019 a salary freeze of almost a decade.

The salary issue has been one of the main demands that has led the staff of Spanish embassies around the world to call successive mobilizations in recent years to demand salary homogenization, in addition to other improvements. This group has repeatedly protested against what they have considered to be an abandonment by the administration.

In addition to receiving a retroactive salary increase in 2022 to apply the same salary increase as that of civil servants in Spain, workers will now receive the same salary that has been agreed for the rest of public personnel. This represents another rise of 3.5% in 2023 and 2.5% in 2024, depending on the evolution of inflation and the economy.

In the agreement that was reached with the unions to advance in the development of a “framework agreement for the administration of the XXI century” it is expressly included “the full recognition of the right to collective bargaining of labor personnel abroad (PLEX), with special emphasis on the adequacy of their remuneration, within the framework of annual remuneration”. This improvement for external staff is expected to be formalized next week.

The Government has accelerated in recent days the talks with the unions around this framework agreement. This week the negotiation of the package of reforms pending application in the General State Administration began. Among other issues, it includes the creation of two new salary supplements to reward the performance and career of officials. In the next few days, this negotiation should be completed, which also includes aspects such as teleworking, mobility or equality plans in the Administration.
